Solicitor General Jose C. Calida was appointed as the 48th Solicitor General of the Republic of the Philippines by newly elected President Rodrigo Roa Duterte in July 2016.

 

He graduated cum laude with a Major in English and Minor in Philosophy from Ateneo de Davao University in 1969. In 1973, he graduated with a Bachelor of Laws degree from the Ateneo de Manila University, College of Law, where he was a consistent Dean’s Lister. He passed the Bar Examinations in 1973 with ratings of 100% in Criminal Law, 90% in Civil Law, and 90% in Taxation Law.

 

Before his appointment by President Duterte, Solicitor General Calida already had a distinguished record of public service. From 2001 to 2004, he served as Undersecretary of the Department of Justice, where he was in-charge of the National Bureau of Investigation (NBI), Witness Protection, Security and Benefits Program, Office of the Government Corporate Counsel, DOJ National Task Force on Terrorism and Internal Security, and DOJ Task Force on Financial Fraud and Money Laundering.

 

He also served as Executive Director of the Dangerous Drugs Board (DDB) in 2004. He conceptualized and implemented the “Barkada Kontra Droga,” the DDB’s flagship project in drug prevention and control. It was a peer-based anti-drug advocacy program empowering the youth to become change agents in their school and community. He also implemented the “Lakbay Aral Kontra Droga” and “Lakbay Kontra Droga,” which were both aimed at heightening public awareness in the government’s anti-drug polices and programs.

Solicitor General Calida’s stellar career in private law practice spans three decades. Previously, he was the Senior Vice-President and General Counsel of Prudential Guarantee and Assurance, Inc. (Coyiuto Group of Companies), Chairman and President of Vigilant Investigative and Security Agency, Inc., and General Counsel of Philippine Association of Detective and Protective Agency Operators, Inc.

 

He was also a practicing lawyer of J. Calida & Associates Law Firm, specializing in Litigation, the Anti-Money Laundering Law, and the Dangerous Drugs Law. He was Chief Legal Counsel and Corporate Secretary of C. Alcantara & Sons (ALSONS) Group of Companies in Davao City; Assistant Vice-President for Legal and Head, Litigation Group, of Security Bank; and a Professor of Law at the Ateneo de Davao University, College of Law.

 

Solicitor General Calida is a gun enthusiast and an accomplished sharpshooter, with numerous shooting titles under his belt. Among his many sports awards are the championship in the 1st Judiciary Shootfest, the MRPSC Club Shoot Standard Category, and the 1988 IBP National Olympics Combat Shooting (Pistol); and top medals at the DOJ Standard Category, the 3rd PMA Invitational Shootfest in Baguio, the Makati City Police 97th Anniversary Fun Shoot, and the 1st Philippine Marines Invitational Shootfest (Practical Pistol Category).

 

Despite these remarkable achievements, Solicitor General Calida remains grounded, his true achievement being his family, with his wife Milagros, and children Michelle, Atty. Josef, and Atty. Mark Jorel.
