Born in Calayan, Babuyanes Group of Islands Cagayan on 20 February 1901 to Dionisio Barot and Maria Abel, Edilberto Barot finished up to his 3rd grade of elementary schooling at the Calayan Grade School. he went to Aparri Cagayan to further his schooling. He studied in Aparri from 1916 to 1920, working as a servant of the supervising teacher of the grade school to augment his expenses for schooling. After high school, he went to Manila where he earned his Bachelor of Arts degree from the National University in 1926. He obtained his Bachelor of Laws degree from the Philippine Law School and passed the Bar examinations in 1930.


His service in government started with his stint as clerk in the Bureau of Forestry from 1920 to 1927. Later, he served as clerk of the Office of the City Fiscal of Manila from 1927 to 1936. He was special deputy fiscal of Manila from 1936 to 1938, and was then promoted assistant city fiscal of Manila in October of 1938. In August of 1946, he was appointed provincial fiscal of Pampanga which position he held until May of 1947. He served as cadastral judge from June, 1947 up to December, 1948. He was then appointed district judge of Agusan and Surigao serving from 1949 to 1950; district judge of Pampanga from January, 1951 to July 9, 1954; and then district judge of Manila from July 10, 1954 to November 11, 1956. He became the city fiscal of Manila in November of 1956, then was appointed Solicitor General in 1958serving in the said office until 1961.


Edilberto Barot was married to Angela Manuel with whom he had seven children.
