Born in Manila on 5 January 1930, Estellito Mendoza attended the University of the Philippines for his high school and college education, earning from the said university his Associate in Arts degree in 1948. He later on enrolled in the College of Law of the University of the Philippines and graduated cum laude in 1952.

He was admitted to the Philippine Bar in 1953 and obtained his Masters of Law degree from Harvard Law School in 1954. He initially engaged in the private practice of his profession, working as an associate in the law office of San Juan, Africa and Benedicto from from 1952-1957, then became partner in the law office of Teves, Mendoza and Hernandez in 1958.

He served as Undersecretary of Justice from 1971-1972; Solicitor General from 1972-1986; Minister of Justice from 1984-1986; member of the National Assembly from 1978-1980, then from 1984-1985. He was elected Provincial Governor of Pampanga, serving in the said position from 1980-1986, and was Chairman of the 6th (legal) Committee during the 31st Session of the U.N. General Assembly in 1976.
