Ramon S. Desuasido was born in Legaspi City on August 31, 1935 and is married to Carmelita V. Desuasido.


He began to work for the government as Clerk-Typist at the Statistical Center in the University of the Philippines on July 1957. He started his law practice as a Tax Research Attorney in the Joint Legislative-Executive Tax Committee from 1963 to 1971. He transferred to the National Tax Research Center on July 1971 with the same position after which he was promoted as Assistant Tax Research Branch Chief in 1974 up to 1983. He started as Trial Attorney at the Office of the Solicitor General on August 1983 was promoted to Solicitor position until he became Assistant Solicitor General on May 1987. He was appointed Solicitor General by former President Corazon C. Aquino on February 6, 1992 to July 5, 1992 the same time he retired permanently from the government service.
