Born in Gattaran, Cagayan on 23 June 1944, Silvestre Bello III earned his Bachelor of Arts degree from the Manuel Luis Quezon University. He later enrolled and obtained his Bachelor of Laws degree from the Ateneo de Manila University.

In 1971, he was elected Municipal Councilor of Ilagan, Isabela. He was engaged in the private practice of law from 1977-1986. in 1986, he was appointed undersecretary of the Department of Justice. Concurrent with said position, he also served as ex-officio Commissioner of the Housing and Land Use Regulatory Board and Director of the Dangerous Drugs Board. On July 15, 1991, he served as Acting Secretary of Justice and later assumed the post in July of 1990. He became solicitor general in 1996, and then returned back as justice secretary in 1998.
