Ricardo P. Galvez obtained his Bachelor of Laws degree from the University of the Philippines in 1956 and was admitted to the Bar the following year.

He began his public service career as an Assistant City Prosecutor in Iloilo City(1960-1963; 1967-1971). His diligence and dedication at this post led to his being chosen as one of the ten most outstanding City Prosecutors in the Philippines in 1973. He served as City Prosecutor in Iloilo City until he was appointed as a Regional Trial Judge in 1983, a position he held until 1992. Again, his fidelity to his office did not go unnoticed; he was chosen as one of the three outstanding RTC Judges in the Philippines in 1991 by the Foundation for Judicial Excellence. In 1992, he was appointed Associate Justice of the Court of Appeals. He served in that position until 1998 when he was appointed Solicitor General, and he held this position until 2001. He was a lecturer at the Philippine Judicial Academy and the UP Law Center; he was also Law Professor in Remedial Law from 1967-1998. He was a member of the committee on the Revision of the Rules of Court which drafted the 2000 Rules on Criminal Procedure as well as the Committee on the drafting of the E-Commerce Rules of Court.
